Newmarket is defined as a market town in the West Suffolk Local Plan and is the former Forest Heath area’s largest settlement. It is generally considered the birthplace and global centre of thoroughbred horse racing. Newmarket  is a major local business cluster, with annual investment rivalling that of the Cambridge Science Park, the other major cluster in the region.

The purpose of this Development Brief was to provide planning and design guidance for the development of the former St. Felix Middle School, which was allocated in the West Suffolk Site Allocations Local Plan for residential development (Policy SA6d). The Development Brief is a material consideration in the determination of future planning applications on this site. There is a planning policy requirement for the preparation of a Development Brief.

Once approved by the local planning authority and adopted as Informal Planning Guidance, the Development Brief will constitute a material consideration in the determination of future planning applications but should also be read in conjunction with the policies of the adopted West Suffolk Local Plan.

Bluepencil produced the framework plans, the development brief and the consultation material for this site working with Concertus,  Phase 2 Planning, David Jarvis Associates and a dedicated team of consultants.
